Anti-Social Behaviour Strategy 2008-11

ASB Strategy 2008-11

Promoting positive behaviour

The consultation for this strategy has now closed. For all those of you who responded, thank you very much.

We will be collating the feedback and producing a final version of the strategy and action plan which will be posted here.

Overview

What is anti-social behaviour?
Report anti-social behaviour online

The strategy sets out five themes to tackle anti-social behaviour (with a total of 17 objectives):

Prevention
Intervention
Enforcement
Victim and witness support
Community empowerment and participation

We have made significant progress in tackling anti-social behaviour in the last five years, and in 2007 were awarded Beacon Status as one of the best local authorities in the country for tackling anti-social behaviour.

There is a lot of exciting work already going on in the city:

  • The Safer Communities Team within Safer Bristol has received mainstream funding from the council and is expanding its work throughout the city. In particular, they have run a number of successful 'Weeks of Action' targeted at local neighbourhoods.
  • The city council are also investing Neighbourhood Partnerships and working closely with the Police by funding 42 new Police Community Support Officers (PCSOs) to work in local areas.
  • We are tackling Hate Crime by increasing local intelligence, and setting up reporting centres within local communities to encourage victims to come forward.

We really appreciate you taking the time to give us feedback on the strategy, your opinion is valued and will be taken into consideration.

Performance and Targets

Quality of Life Survey

The Quality of Life Survey measures various indicators about life in the city. The last survey in 2006 revealed:

  • 85% of residents said they felt safe outdoors in their neighbourhood during the day (up from 80% in 2003).
  • 41% of residents said they have had problems with anti-social behaviour in their neighbourhood.
  • 18% of residents believe vandalism is a serious problem in their neighbourhood.

National indicators

The Home Office has introduced a whole range of national indicators that we will now be measured on. In particular, we have included the target

NI 21 - Dealing with local concerns about anti-social behaviour and crime by the local council and police in our Local Area Agreement as a key measure for the next three years (the target has not yet been set).

Criminal Damage

Criminal damage is an aspect of anti-social behaviour that we have measured for the last five years, as one of the indicators of BCS Crime. We achieved a 2% reduction in criminal damage from 2003/04 to 2007/08, narrowly missing our target of 3% reduction.
