Greater Bedminster community partnership

 

Introduction and priorities

  • Better co-ordinated and develop services for older people - the linkage pilot project is just beginning.   Improved co-ordination is one of its main objectives.
    What should we do? Monitor progress on Linkage and give support as required.
     
  • Traffic issues including parking, speeding.
    BCC Traffic intends to consult ‘doughnut areas’ about Residents’ Parking Zones during 2008.
    What should we do? Monitor progress on this, raise issues and give support as required.
     
  • Improve the economic health of retail streets.
    Following the publication in 2007 of BCC’s Retail Strategy and some more local research, not much has happened.
    What should we do? Press for action in 2008 to promote local retail centres.
     
  • Better co-ordinate and develop services for younger people.
    The Moores Report (2007) on facilities in BS3 found that they were badly co-ordinated and poorly promoted.
    Press for better partnership working in this field.
     
  • Bristol Parks will be developing ‘Area Green Space Plans’ during 2008.
    Discussions between Parks and the Bedminster Rivers and Green Spaces Network have already begun.
    What should we do?  Monitor progress on this and give support as required.
     
  • Crime and Public Order Issues
    This is the primary responsibility of the Local Action Group (LAG).
    What should we do?Monitor progress and give support as required.
     
  • Planning and 106 issues
    There was quite a lot of discussion about this towards the end of 2007, but I don’t think anything new has actually happened.This is partly policy and partly process.
    What should we do? We should seek clarification of the role, if any, of Neighbourhood Partnerships in discussions of 106 allocations and broader planning issues.   It would be useful if we could develop a ‘Planning Group’ that might affiliate to the Bristol Neighbourhood Planning Network.
     
  • Build up membership of partnership.
    Registered membership according to the website (20 Feb 2008) is:
    Councillors: 1
    Statutory agencies: 0
    Private businesses: 5
    Voluntary groups: 12
    What should we do? Double all the figures by the next meeting of the Co-ordinating Group.

  • Develop greater public awareness of GBCP, including the Bemmy Forum and the Community Chest.
    We now have a website, the Bemmy Issues Forum is well established.   Procedures for the Community Chest are in place.   Access to the Pigeon is relatively easy.   We may have some funding from BCC which we could use for communications.
    What should we do? Exploit the tools now available to us by establishing a Communications sub-group from the co-ordinating group and others.   This would also consider recruitment of members.
     
  • Develop a network of geographical community organizations as set out in the triple devolution paper.
    This will require more accurate mapping, better coordination between statutory agencies and, probably, some additional funding.
    What should we do? Establish a sub-group to take this forward.
