Strategic leadership team

Jan Ormondroyd

Jan Ormondroyd is the Chief Executive of Bristol City Council. Jan joined the council in March 2008.

On behalf of residents, visitors and partners, Jan’s priority as Chief Executive is to improve the quality of services right across the council - from schools and education, streetscene and housing to investment and green strategies.

In 2009, the Audit Commission described Bristol City Council as “performing well” and promoted Bristol from a score of two to three.

Before taking up the position of Chief Executive at Bristol City Council, Jan was Deputy Chief Executive at Hull City Council for three years.

Jon House

Jon House is the Deputy Chief Executive of Bristol City Council. Jon has particular responsibility for strategy, innovation and efficiency within the Council, the development of partnerships within Bristol and the establishments of strong and effective links with key organisations. He is also responsible for the improvement of performance of all Council services, communications and crisis management.

Prior to this role, Jon was Police Commander for the city of Sheffield. He has previously been a police officer in Hertfordshire and London.

Hugh Annett

Hugh Annett is the Joint Director of Public Health for Bristol City Council and NHS Bristol. Hugh is responsible for public health policy in Bristol, ensuring a coordinated approach between health and local government, and for driving improvement in the health of the population.

Hugh was previously Director of Public Health for West Gloucestershire Primary Care Trust. Prior to that Hugh worked in a range of agencies in the UK and Europe, specialising in international health policy and practice.

David Bishop

David Bishop is Strategic Director, City Development. He is responsible for Planning, Transport, Economic and Cultural Services within the Council, with a variety of major projects underway, ranging from Cycling City to Rapid Transit, from the Museum of Bristol to Hengrove development.

His main focus is on ensuring Bristol develops into a leading European Green Capital addressing the challenge of climate change, with a prospering economy, an effective sustainable transport system and a great cultural offer.

David began his working life as a Civil Engineer in Dorset and has worked for a variety of local authorities in England and Wales.

Will Godfrey

Will Godfrey is the Strategic Director of Resources for Bristol City Council, overseeing the Finance, Human Resource and Legal functions.  He also leads on work relating to Value for Money and Commissioning across the council.

Prior to taking on this role, Will served for six years as Chief Executive of East Hampshire District Council.During his time the council achieved three Beacon awards and was recognised by “The Times” as the 10th best council to work for in the UK.

Will has also held roles for the Welsh Local Government Association and the accounting firm, KPMG.

Annie Hudson

Annie Hudson is Strategic Director, Children, Young People and Skills. She previously held a number of senior posts including Head of Children’s Services in Wiltshire. She was Director of Adult Community Care in Bristol from 2005-9.

Annie trained and then practised as a social worker in Brighton and then Newcastle before moving on to teaching and research at Manchester University. In 1989 Annie returned to local authority children’s care work in Bristol.

Annie is a member the Association of Directors of Children’s Services Resources Committee where she has a lead role on school admissions issues.

Cathy Morgan

Cathy Morgan is the interim Strategic Director for Health and Social Care.

Cathy has overall responsibility for providing social care services to adults in Bristol, including older and disabled people, people with learning difficulties and people with mental health needs. Her directorate includes a range of services provided by the council, such as home care, residential care and day care services.

There are strong links with NHS Bristol and partnership working across the council and with the third sector is a key feature of her work. Before becoming Strategic Director, Cathy was a Service Director in HSC for four years.

Graham Sims

Graham Sims is Strategic Director for Neighbourhoods for Bristol City Council.

His main role is to give strategic leadership to improving Neighbourhoods across the City. The remit is wide ranging with accountability for community safety and cohesion, all areas of housing (including the landlord service, homelessness, affordable housing delivery), waste and streetscene services, recycling, parks and open space, trading standards, environmental health, licensing and crematoria and cemeteries.

Much of Graham's work is done in and through partnership working with the statutory agencies and the community and voluntary sector. He leads work with Safer Bristol and on Neighbourhood Partnerships across the city.

David Trussler

David Trussler is the Strategic Director of Transformation for Bristol City Council.  He is responsible for the range of transformation work designing and delivering change across the council and has operational leadership of Customer Services, ICT, Shared Transactional Services and Programme and Project Management.

Prior to his role with Bristol City Council, David has worked across the private and public sector in Board and Senior Management Roles.
