Residents' Parking Scheme Update

Last year we wrote to over 53,000 households in areas around the city centre to gauge opinion on a "test case" Residents' Parking Scheme that would operate for 24 hours a day, 7 days per week.

There was a 25% response rate across the consultation area. These responses were analysed and, as a result, the council decided to carry out further work to develop detailed proposals for Residents' Parking Zones (RPZs) in Cliftonwood and Kingsdown See Cabinet Report, 27 November 2008.

What happens next?

We are now writing to every property within the Cliftonwood and Kingsdown areas to ask local residents to help us with some research to develop a detailed RPZ proposal. We will use the information that residents provide us with to help us draw up a detailed design for each street. This will show where residents would be able to park and where restrictions such as yellow lines would be considered.

Where will the RPZs be introduced?

We are surveying residents within the areas shown on the maps of Kingsdown and Cliftonwood. Each map shows two areas, one identified by a blue line and one by a yellow line.

The blue line reflects the area that showed the most support for some form of Residents' Parking Scheme during last year's consultation. We have already promised to work up designs for this area.

We are also surveying residents within the area identified by the yellow line to help us identify the current parking needs and problems in the wider area. This is because there is a growing indication that residents in the area immediately outside the blue line may be supportive of managed parking for their own streets.

Residents living in the yellow area are invited to complete the survey and will also be asked (again in a final YES or NO vote) whether they would like to "opt-in" to the RPZ. However, this would only be possible if a majority of respondents living within the yellow area request this.

Only the residents living within the blue area will be able to vote on whether an RPZ is implemented in the blue area.

How does the Residents' Parking Scheme work?

A number of significant changes have been made to the overarching principles of Residents Parking Scheme. These are summarised in the scheme table.

These changes have been made in response to the comments received and concerns raised during last year's consultation.
