The Bristol Legacy Commission closed in April 2012
The Bristol Legacy Commission (BLC) was established in June 2008 to continue work started during 2007, in particular the Abolition 200 Steering groups (pdf, 193 KB) (opens new window) recommendations for change. It asked that change is made to services provided by the city council and its partners to Black and Minority Ethnic (BME) communities in Bristol, and were commissioned to drive forward these changes.
The BLC programme guided the city’s efforts to tackle social, political and economic race inequality and funded a number of projects and strategies designed to achieve this. Please click on link to see grants funded over the last fours years designed to support this.

How it finished
In April 2012 the commission held a closing event at Circomedia in Bristol. Guest speakers included; Barbara Janke, Miles Chambers (Bristol Poet and Social Commentator) (pdf, 20 KB) (opens new window), Paul Stephenson (OBE) and Tim Pemberton (BBC Radio Bristol Managing Editor) (pdf, 72 KB) (opens new window).
The commission rose over £750,000 in match funding during its four years, (real and inward investment into Bristol). The event showcased some of the projects and commissions that attracted this funding. The video is featured at the top of this page.

National Health Service / Public HealthProject: Race Equality and Cultural Capability Training (RECC)
Outcome: The training provides the trainee with the knowledge and materials in tackling race, culture and institutional discrimination. RECC uses theories and models that are applicable to and useful for promoting all forms of Equality. Trainers are equipped to tackle different types of discrimination and are exposed to an inclusive, reflective and value-based approach to training delivery. 16 Individuals have been trained and will go on to train others in race equality good practice. This project has ended.

Project: Elder Development and Support Worker
Outcome: To deliver strategic development support to BME older person groups in Ashley, Easton and Lawrence Hill wards. Hosted by Linkage this post will encourage a closer working relationship between elder groups who share a common thread and who have the ability to share resources and good practice. The project will signpost groups to services that will enable them to remain, if required become sustainable and work in partnership. Project: Creating a Legacy through community grants
Outcome: A snapshot of projects funded by the BLC since its inception. The film ask project participants/beneficiaries who have been educated, inspired and empowered by the commissions monetary and advisory investment to talk about impact the of the project on their lives. This project has ended.

Project: Property advice and mentoring support
Outcome: The Ethical Property Foundation has been funded to provide support to BME groups and organisations who rent or own their own property providing specific; property advice/training, mentoring/ in depth support advice. BME Apprentice Media and Communications
Outcome: The BLC and the council’s communications and marketing team have funded an apprentice to work in the council’s communications and marketing team and Ujima Community Radio station for 22 months. The apprentice will gain a qualification in Media and Marketing by the end of the placement. The placement aims to increase BME workforce representation within the councils marketing team and sector in general, in addition to adding capacity to a volunteer run community organisation who will share their cultural experiences and knowledge with the council. Apprenticeship ends June/ July 2013.

Project: Bristol Leadership Programme
Outcome: To expose ten young people to the skills and knowledge that will equip them with the knowledge and know how of how to become a ‘leader’. It will nurture their potential and ability to apply for leadership roles. Participants will come from historically marginalised communities/areas and are underrepresented in local, national and international leadership roles. Learning and development themes include; group coaching - CV and interview development, personal resilience, skills building seminars , leadership, governance, urbanism and development, partnership (a taste of the Global Context), field trips and exposure to cabinet meetings, public, private and voluntary sector board meetings, distinguished speaker dinners and personal reading. This project has ended.

Bristol Leadership Landscape Programme
Outcome: To change the leadership landscape in Bristol to enrich the life of the city by securing the contribution of the widest population. The programme will foster the development of young and promising leaders. It will recruit employing organisations in the public, private and voluntary sector that have a significant presence in Bristol. Promising leaders will be offered experience at high level management and in leadership contexts through the participating organisation. Learning components will include shadowing, mentoring, action learning sets and the theory of leadership through classroom learning. This project will run from October 2012 to June 2013.

The Next Step for BME Voice and Influence
In 2011, the Bristol Legacy Commission, Voscur and Bristol City Council came together with the aim to find way to increase the effectiveness of the BME voice and influence across the city. A Steering Group was created from key stakeholders from BME communities to develop a set of aims and objectives for the approach and to commission consultants to do some qualitative research to inform the development of a new voice and influence model.
Following a review of the report, the Steering Group was unanimous in its final recommendation for the way forward.
The Steering Group asked Voscur to host and support the development of a new BME Voice and Influence project. The project will aim to bring together the various BME networks that already exist to represent and support different communities and individuals in Bristol; develop a programme of activity; and develop e-engagement models.
It is likely that the project will be based in a BME led organisation, but will be managed by Voscur and have access to Voscur’s networks, systems and connections. Please see the Voscur website for more information.
