What is the Housing Support Register (HSR)?
The Housing Support Register is a way of managing referrals from people who need housing related support. It is funded by the Supporting People programme. Registered referrers can log on to the system to refer a client, update their details or to monitor progress. Services can logon to view and manage their waiting lists. Only one application is needed to refer an applicant to multiple services, making the process quicker and easier.
The Housing Support Register assists the Supporting People team in identifying the support requirements in Bristol, helping identify any gaps or over provision in supply and managing the budget more effectively.
What benefits does the HSR deliver?
- A more efficient and easier to use process for service users who want to access or be referred to a housing related support service.
- A fairer and more equitable system for referrals.
- A centralised team able to offer advice and refer people to other services as appropriate.
- Allow professionals to reduce the time spent completing application forms, which can be used in other ways.
- The on-going collection of data to help develop Best Practice, to make best use of the Supporting People grant and to assist in Strategic Planning.
- Better, clearer information about related services available to all via the Internet

- Providers have access to a reporting suite, helping monitor Equalities, Void times, Acceptance and Placement outcomes.

Frequently Asked Questions
How do I get access to the HSR?
Managers should advise the Single Point of Access of any changes in staff requiring access to the HSR by emailing : hsr.admin@bristol.gov.uk.
New users will be required to agree to the HSR System user and Information sharing agreement. Once returned, log in details will be issued.
How do I get Training?
HSR training requests will be looked at on a case by case basis.
Once teams have been trained, users are encouraged to cascade training and knowledge to new members of staff.
What Services are included in the HSR?

How secure is the HSR?
The HSR is a secure web based system using and HTTPS connection. Information is encrypted in the same way sensitive financial and corporate transactions are made on the World Wide Web.
Only professionals have access to the system. All individuals are required to sign a System User and Information Sharing Agreement, prior to access being given.
Each time a client is accessed on the HSR, a record is made of who has been accessing information.
Who can make referrals to the HSR?
A variety of short term supporting people funded agencies have access to the HSR. These organisations can make on line referrals for accommodation based and floating supported services. In addition many safer bristol funded drug and alchol services are able to make HSR referrals. Different users/agencies have different access profiles based on their or their agencies role. Some of the key agencies are:

Who makes Prison Referrals?
Prison Resettlement Officers from the South West, have been given access to the HSR.
Prison Resettlement Officers referrals can be made directly to the HSR.
Alternatively a Common Referral Form (msword, 273 KB) can be completed, which will be picked up by the CJIT Housing Advisers.
How do I get “Ownership” of a client who is already on the HSR?
Eg Client has moved into our service but is still owned by previous referral agent.
You will always need to contact current owner.
- Make note of current owner / ‘Assessor’ name on general screen.
- Look up their contact details in ‘Contacts tab’.
- Phone or email current owner and request transfer of ownership.
If unable to get response from owner please complete Transfer of Ownership request (msword, 21 KB) form and email to : hsr.admin@bristol.gov.uk
Please do not phone SPA, all emailed Transfer of Ownership requests will be responded to promptly.
I am the current “Owner” of a client on the HSR, how do I transfer ownership?
- Change ‘Agency Name’ to the name of agency new owner works for.
- Press Save.
- Change ‘Assessor’ to the name of new owner.
- Press Save.

How do I add a New Assessment and make referrals via Matches tab?
Overview:
- Update Client details, Phone number, Support Needs, Contacts tab, add new Forms in the Forms tab.
- Add New Assessment. (Select required service type eg Move on Level Two)
- Add Priority
- In Matches tab, make referrals to suitable services.

Why can’t I find the services I want for my client in the Matches tab?
It is essential that each time you want to make referrals for a client that a new Assessment is made in the Assessment tab. If this has not been done you will not get the full list of available services in the Matches tab.
If a new Assessment has been made, and expected services are still not appearing. Make sure that you have selected the correct category of service in the latest assessment.
Please note: some service may be automatically screened out if your client does not meet the basic, age and sex criteria.

Professionals who have a client with support needs and are at immediate risk of homelessness:
