As an Early Childhood Service we aim to ensure that special educational needs provision for children in the early years is jointly planned and delivered, and children and families are able to access equitable services and provision across the city.
We place the specialist support team around the child and family, offering co-ordinated advice and direct support within an integrated service provision.
As well as 3 Specialist Children's Centres there is a group of Childminders, members of the ‘Enhanced Provision Network’, who meet specific criteria; they are qualified, experienced and have agreed to ensure they access a range of training. They receive regular and dedicated support from the Early Years Placement Officer Team and provide placements for vulnerable children. Within this group we have some Childminders who have undertaken specific training relating to supporting children with special educational needs and disabilities.
In partnership with Bristol’s Early Years Teaching School the Early Years Service has co-constructed the role of the Specialist Leader of Education to develop the model of system leadership to build front-line capacity for sustainable improvement and innovation. Currently there are three designated Specialist Leader of Education in Inclusion working in Bristol.
As a service for young children we need to ensure the development of clear pathways and structures that support co-ordinated efforts in early identification, assessment and appropriate intervention are established. The Early Years Portage and Inclusion Team provide support to families and early years practitioners enabling them to ensure improved outcomes for children with special educational needs or disabilities. The team of specialists offers advice and guidance to all providers of early education and childcare and a home visiting service using the Portage model. The team provides an Inclusion Training Programme for early years practitioners and also support the positive transfer of children and their families from early years provision to school provision ensuring continuation of support.
To ensure all young children are able to access early education and childcare opportunities the Early Years Service have allocated an amount of funding that can be accessed by all early years providers which is used to provide additional support to individual children with special educational needs or disabilities to ensure they are able to reach their full potential.
