The proposed plan for Knowle West
The regeneration of Knowle West will bring a range of improvements to benefit your neighbourhood over the next 20 years. Improvements will include:
- new and improved housing
- new employment opportunities
- better transport links
- new shops and a supermarket
- improved parks and play spaces
- better community facilities
- a much better environment
We consulted about the proposed plan from March 23 to May 18, 2012. We call the plan the ‘Big Idea For Knowle West’. It focuses on three themes:
- Improvement Areas - where existing green spaces, including children’s play space, homes, shopping and community facilities would be substantially improved.
- Movement - better links to enable people to get around more easily, with better public transport links and pedestrian / cycle links.
- New Development - including space for businesses and jobs, new shops, new homes and open space.
The plans consulted on included:

Plans for Filwood
The proposed plan for Knowle West includes the two separate, though related plans for Filwood, see below for updates:
Plans for Filwood Broadway
Community involvement on the Knowle West Regeneration Plan during 2010 showed that local people wanted Filwood Broadway to be their main shopping centre. The council’s City Design Group has completed the Filwood Broadway Framework (pdf, 7.9 MB), which the local representative group Community In Partnership has endorsed.
This document include plans for:
- better shopping and community facilities
- using underused sites to create more homes
- better links to elsewhere and
- a more vibrant, safe and attractive place as a whole.
Specific proposals include:
- a new 15,000 square feet supermarket and apartments at the former cinema and garage sites
- new homes at the former swimming pool and
- a study into how to improve community buildings at the Broadway.
The City Design Group has worked alongside local residents, businesses and the police to produce the document. This community involvement process started in October 2011. Initial ideas and principles that came from local residents, were worked up and displayed in Filwood library view the exhibition and ideas boards presented (pdf, 2.2 MB).
In March, the council are expected to:
- approve the Filwood Broadway Plans
- ensure that a site is made available so that plans for a supermarket can be progressed
- support major improvements to the street and spaces throughout the Broadway.
Filwood Park proposals
Separate work is being done by the Homes and Communities Agency, the owners of Filwood Park and the Hangar site. During November 2011 there was community engagement with local people to develop proposals for these areas. This work informed the submission of a Planning Application. The proposals include: a high quality park, new employment space and jobs, and new homes of varying types, including affordable homes. Background information
Knowle West regeneration - baseline briefing
A baseline briefing for the preparation of the regeneration plans for Knowle West has been produced by consultants Urban Initiative. This is a factual research report and so is not part of the consultation. It covers a number of key issues identified for the neighbourhood including:
- environmental controls,
- population increases,
- education and skills,
- employment opportunities.
