Anything is possible at Plot 3 Temple Quay

Open air cinemas, theatres, music, hot food markets, pop-up galleries, raised bed allotments - anything could be possible. The message is - let’s make disused space at Temple Quay a place where great things can happen.
Like many other sites in and around the city’s recently-declared Temple Quarter Enterprise Zone, permanent development of Plot 3 is unlikely to happen in the immediate future. In the meantime, the Local Enterprise Partnership, including the council and local business leaders, have recognised the potential of temporary or ‘meanwhile’ uses to raise awareness and interest in the zone, to provide opportunities for small businesses to be set up, and to create more of a destination in an area that currently lacks any activity after hours.
Councillor Anthony Negus, Executive Member for Housing, Property and Regeneration, said: “With prospects for permanent development on hold, we want something different to miles of hoarding with fading developers’ site signs. We’re looking for something which will signpost the purpose of the Enterprise Zone - it’s not just about 17,000 jobs in 25 years - it’s about creating a place where ideas can be formed, exchanged and grow into enterprise. We need to promote this site to attract people with vision who want to be at the heart of what is probably the biggest show in town. So the temporary uses we’re seeking must be innovative and attractive destinations in themselves, but at the same time complementing rather than compromising the existing businesses at Temple Quay”
Responding to Government requirements for Enterprise Zones, one of the ways the council’s planners are simplifying planning in the Zone is through Local Development Orders, or LDOs. The first of these will effectively give advance permission for a range of temporary uses on Plot 3 that will complement the City’s premier office quarter by enlivening the vacant site, and bring colour, life and activity to the area. This LDO for Plot 3, and its accompanying design guidance, is now out for consultation, just as a normal planning application would be.
Consultation runs until 16 February so it’s time for the public to get involved.
Plot 3 Temple Quay is currently controlled by the Government’s Homes and Communities Agency and used for temporary car parking. Plot 3 is located adjacent to Temple Meads train station and is a key site within the Enterprise Zone.
