Additional licensing

Additional licensing applies to properties in areas of the city where additional licensing schemes have been declared.

Additional licensing usually applies to privately rented flats or houses with three or more unrelated people, living in two or more households and sharing some basic facilities (i.e. most HMOs).

Selective Licensing

Selective licensing applies to properties in areas of the city where selective licensing schemes have been declared.

Selective licensing usually applies to privately rented properties occupied under a single tenancy or bedsits with individual tenancies.

If your property does not meet the criteria for selective licensing, but is an HMO, you may need to apply for an additional licence.

If your property requires a licence, you have 28 days to make an application from the date on which it became licensable.

Cost

There is a cost for a licence. The licence lasts for five years, and the cost covers the full five year period.

An application for a property licence is not valid, and is not considered to be a full application, until the application and full payment of the licence fee is received.

Additional licence

Full cost if no application has been made where a licence is required (unlicensed property).
All properties subject to additional or selective licensing that don't have a licence, that were tenanted prior to 16 July 2013 and have been occupied for more than 28 days will be deemed as ‘unlicensed’.

Loans to assist with works

You may be able to apply for a loan to help pay for any works need to meet the licence requirements indicated in the schedule provided following the inspection of your property.

The loan can't be approved for any works completed prior to the signing of the formal loan agreement.

Apply for the loan

Complete and return the Landlord Loan enquiry form (word doc, 64k) (opens new window) to your caseworker within 21 days of the schedule date.

Once we receive the completed form, we'll make a referral to our loan partner, Wessex HIL, who'll contact you to discuss the loan options available to you.

Loans can be approved for any amount up to £15,000 depending on the cost to deal with the necessary repairs and the maximum repayment term will be five years, with a fixed interest rate of 4%.
