Recommissioning services funded by Supporting People

Information on the recommissioning of services funded by Supporting People, including commissioning timetable and consultation plans

We met with service providers, service users and other stakeholders in 2018 to discuss how services currently funded by Supporting People should be redesigned and recommissioned.  

In October 2018, Cabinet decided to extend our current contracts to support:

  • people in sheltered housing
  • older people
  • people with:
    • mental health issues
    • learning difficulties
    • autism
    • sensory impairment needs
    • physical health needs

Our plan for these services is in line with our Better Lives programme, which aims to improve the lives of people with care or support needs. 

Cabinet, consultation and recommissioning update: June 2019 

Cabinet approval 

On 18 June 2019 Cabinet approved the commissioning plan for purchase of Tier 2: Help when you need it support.

Consultation

We consulted on what we should do after April 2020.  

We did this by:

  • getting the views of all individuals, groups and organisations involved in these services in Bristol
  • running a public consultation on our draft commissioning plan (pdf, 637KB) (opens new window) , which helped us decide how we buy the right type of support for people with care or support needs 

The consultation ran from 12 March 2019 to 30 April 2019.

Our equalities impact assessment for Supporting People commissioning (pdf, 473KB) (opens new window)  looks at the impact the new plan could have on people with protected characteristics and the actions we have identified as result. 

Recommissioning update July 2019

Proposed timescale:

  • Week commencing 2 September 2019: Tender Published. Bid and clarification process opens
  • 12noon 30 September 2019: Clarification period closes
  • Week commencing 12noon 14 October 2019: Closing date and time for receipt by the Council of completed bidder responses via the ProContract tendering system. 
  • Week commencing 28 October 2019: Notification to bidders and commencement of standstill period.
  • 10 days after the standstill letters are issued, this will be around the 7 November 2019.   
  • Contract Award: End of November 2019
  • 1 April 2020: Commencement date of contract
