Our Housing Delivery team covers a wide range of specialisms, from planning and building new council homes, to regeneration, enabling partners, and delivering specialist and supported housing across the city.

We work closely with:

  • commissioners
  • national agencies
  • the Ministry of Homes, Communities and Local Government (MHCLG) as part of Levelling Up and a wide range of other housing initiatives

We're a multi‑disciplinary service, welcoming people with experience across housing, development, and construction, from early‑career professionals to those with established expertise. With around 40 colleagues, we're a close‑knit team that prioritises support, development, and opportunities to grow.

Housing Development

If you're involved in the direct delivery of new affordable homes, you'll work as part of the Housing Development team. This includes delivering construction projects on council-owned land, as well as purchasing new homes from developers and the wider market.

The team oversees the entire development process, from initial feasibility and design, through planning and consultation, to construction and handover. Along the way, you'll work with internal colleagues, external partners, contractors, and local communities.

The role also involves:

  • monitoring budgets
  • adapting to policy changes
  • communicating our work to the city

The Housing Development team plays a hands‑on role in creating new, high‑quality affordable homes across Bristol. From regenerating disused land to delivering low‑energy homes and supporting residents at handover, the team is involved in every stage of development.

Strategy and Enabling

The Strategy and Enabling team works with registered providers, developers, planners and other stakeholders to bring forward new affordable homes across Bristol. The work is varied, from advising partners through the planning process and shaping policy, to helping secure affordable housing in planning agreements and driving the delivery of supported housing.

The team also collaborates with neighbouring councils on cross boundary projects and supports partnership working that maximises affordable housing opportunities.

Local Regeneration and Delivery

Housing Delivery is about more than new homes, it's also about improving places. The Local Regeneration and Delivery team leads work in communities across the city, delivering projects that enable new housing and improve local facilities.

This has included building new community spaces and sports facilities, unlocking difficult land for development, and securing major funding through programmes such as the Housing Infrastructure Fund, Levelling Up Fund, and Brownfield Land Release Fund.

The team also supports wider development projects across the council.

Funding and Programme Management

Our Funding and Programme Management colleagues keep the whole programme moving.

They manage the funding that enables new delivery, ensure the Housing Revenue Account development programme stays on track, and oversee the monitoring and reporting of affordable housing delivery across the city.
