Bristol City Centre Development and Delivery Plan consultation
The City Centre Development and Delivery Plan (DDP) sets out a vision and strategies for the regeneration of Bristol city centre. It also identifies key changes required to the city centre streets and spaces, and the way land is used for development.
These focus on the Broadmead and Castle Park areas particularly and will help transform these areas into more inclusive, sustainable and connected places, and create a green, safe and vibrant city centre.
Overall, the plan will help ensure future investment, development and regeneration is co-ordinated.
Consultation closed
We consulted on the draft City Centre DDP from 24 July to 1 October 2023:
- Part A covering the vision and strategies
- Part B covering the Broadmead Placemaking plan and Castle Park masterplan
The DDP Executive Summary gave an overview of the proposals in Part A and B.
We asked the views of as many people and organisations as possible, including:
- Bristol residents
- individuals who work in the city
- visitors for shopping, education or leisure
- businesses
- community groups
- transport organisations
- landowners
- developers
The consultation included 3 surveys which covered different aspects of the DDP:
Vision and strategies
We asked you about the DDP vision and 6 strategies (Part A) that set out our objectives and the broad approaches needed to deliver the vision.
Broadmead Placemaking plan
We asked for your views on the Broadmead Placemaking Plan, which defines in more detail our proposals for transforming 7 types of streets and spaces in Broadmead. It also describes strategies for the evening economy and for lighting after dark.
Castle Park Masterplan
We asked for your views on the Castle Park Masterplan, which proposes 8 strategies and 3 key projects for Castle Park.

People could request the draft DDP, the summary document or any of the 3 surveys in an alternative format. For example, Easy Read or a translation. Paper versions were available at Bristol Central Library.
While the consultation was open, there were also events to explain the plans, including:
- Castle Park walkabout: 6 and 13 September 2023
- Drop-in seesions at Sparks: 27 July to 21 September 2023
- BSL interpreted briefing on plans: 12 September 2023
Report
All responses to the consultation were analysed and the feedback was used to help develop an updated version of the City Centre DDP.

Decision
In December 2023, Cabinet decided to approve the DDP and it's now a ‘material consideration’. This means the council will have to refer to it when deciding on planning applications or commenting on regeneration proposals.
