St Philip’s Marsh masterplan consultation

The masterplan sets out:

• a clear framework to guide development within St Philip’s Marsh, part of the Bristol Temple Quarter regeneration area
• a long-term vision to create a place that people want to live, work and spend time
• a framework for providing new homes, jobs, and community facilities
• the need for green and blue spaces, and travel and transport routes to improve access to and from the area

The map below shows the area covered by the masterplan:

If endorsed by Bristol City Council, the masterplan will provide guidance for landowners, investors and developers looking to bring change to the area, and support planning officers when reviewing planning applications to enable coordinated, high-quality and sustainable development.

About this document

It should be noted that previous engagement has focused on this document being a Supplementary Planning Document (SPD).

In March 2026 the Government introduced regulations which set out that no further supplementary planning documents can be adopted after 30th June 2026. This is part of the Government’s agenda to establish a more streamlined Local Plan making process.

Given the stage in the development of the St Phillip’s Marsh Masterplan and the need for full scrutiny of the proposals it has not proved possible to undertake the further consultation and the Bristol City Council endorsement process within that timeframe. As a result, the document is to be taken forward instead as an endorsed Masterplan, but it will still form an important material consideration in future planning decisions as set down in draft Local Plan Policies DS2 and DS3.

Previous engagement

Previous engagement has taken place in relation to St Philip’s Marsh as follows:

• In 2023, as part of the Bristol Temple Quarter Development Framework consultation, principles for change in St Philip’s Marsh were presented. The Development Framework was endorsed by Bristol City Council in May 2023.
• In Summer 2025, Bristol Temple Quarter LLP sought feedback on early ideas for a proposed Supplementary Planning Document (SPD) for St Philip’s Marsh.
• This was followed in January 2026 with engagement on the draft SPD.
