What the service does

Redfield Lodge is a council-run residential care home with forty bedrooms. It provides accommodation and personal care for older people with dementia.

The service mainly supports older people with mild to moderate dementia. Residents are aged between 70 and 101, with most aged over 80.

The service provides emergency respite care and long-term residential placements for people referred by Adult Social Care and for people who pay for their own care.

As of May 2026, Redfield Lodge supports 28 permanent residents and seven people on Pathway 3 placements. These people are ready to leave hospital but cannot return home straight away. The placement gives time for more assessment before longer-term decisions are made.

The service is regulated by the Care Quality Commission (CQC) and is currently rated ‘Good’. The most recent inspection was in February 2022, and the most recent review was in July 2023.

Background to the proposals

In November 2025, Bristol City Council ran a survey to ask residents and their families for feedback.

People told us the following things work well:  

• Redfield Lodge is welcoming and residents are treated with respect
• residents are supported to do things that matter to them

People also suggested the following improvements:

• a wider range of activities for residents
• better communication about some issues, such as finances and medication

Redfield Lodge is the only remaining council-run residential care home in Bristol. Most residential care homes in Bristol are run by independent care providers.

Over the past decade, the council has reviewed the service several times to look at value for money, the role of the service in the wider care system, how it works with health partners, and whether the service is sustainable in the long-term.

The council will spend around £1.5 million in the tax year 2026 to 27 to run the service.

The council also needs to consider future building costs. A recent condition survey says the site needs around £150,000 investment in the next five years, a further £75,000 in years 5 to 10, and £300,000 in years 10 and beyond.

The service provides good quality care and supports positive outcomes for residents. However, it costs much more than other care homes run by independent care providers.

The current weekly cost of care at Redfield Lodge is £1,744.93 per person. A typical rate for similar residential care with an independent care provider is £900 to £1,150 per week.

Research shows that there may be enough independent care providers to support the population in Bristol. However, demand for this type of care is expected to increase in future years.
