Totterdown Residents' Parking Scheme

Introduction

We are consulting on a Residents’ Parking Scheme (RPS) for Totterdown. An RPS is an area where parking is controlled. It is designed to make it easier to park for residents, their visitors, disabled drivers and essential vehicles used by businesses. We also propose more cycle parking, e-scooter and cycle hire parking, and better pedestrian crossings.

We are proposing an RPS for Totterdown because a majority of people in Totterdown told us they wanted one when we consulted on South Bristol Liveable Neighbourhoods last year. We want to understand your views on the RPS proposals before any final decisions are made.

What we are proposing

The proposed RPS would introduce parking controls in Totterdown to help manage parking demand and improve parking availability for local residents and businesses.

The Totterdown RPS would include all streets in the area surrounded by Wells Road, St John's Lane, St Luke's Road, and the railway line between Bristol Temple Meads and Bedminster station. The Totterdown RPS proposals do not include any changes to Wells Road or the part of St John's Lane next to Totterdown RPS.

We propose that the scheme would operate Monday to Saturday, 9 am to 6 pm. It would not operate on Sundays or bank holidays.

During operating hours, motorists would need either:

• a valid permit or Blue Badge to park in permit holder bays, or
• to pay and display in designated parking places

Outside operating hours, permit and pay and display parking places would be available for free parking.

Blue Badge holders would be able to park free of charge and without a time limit in permit spaces, pay and display spaces, and disabled bays.

Double yellow lines, disabled bays and car club bays would continue to operate at all times.

The RPS would not affect vehicles parking in driveways, garages or private areas off the public highway.
