Charlton Road Walking and Cycling Scheme consultation
Introduction
This scheme is part of a package of works by Bristol City Council and South Gloucestershire Council to prepare for many more people visiting and travelling through the area when the new Aviva Arena opens in 2028.
The improvements aim to:
- provide people with safer walking, wheeling and cycling routes so more people are encouraged to travel by these modes of transport
- improve journeys for those travelling by bus
- manage traffic and parking, especially the future demand by Arena visitors
Previous engagement
We previously engaged with the local community on a set of proposals in Spring 2024 after an initial survey in 2023.
These new proposals are based on the survey results and additional feasibility studies.
The headline findings from the 2024 survey are listed below, along with how our new proposals address this feedback:
- people were not in favour of the shared use space or the two-way cycle route on the south side of the road due to safety concerns and impacts on access to the bus stops
- We are now proposing for the cycle lane to be on the north side of the road. The cycle lane will be separated from the pavement using kerbs and the bus stops will be accessible by pedestrian crossings over the cycle lane. A much shorter section of shared use space is proposed between the end of the cycle and the new toucan crossing to allow cyclists to switch between the road and the new cycle lane.
- people were concerned about a lack of parking for the allotments
- We looked at changing the parking restrictions near the allotments but with more people expected to visit the area when the arena opens, the restrictions are needed to make sure vehicles can continue to pass safely in both directions.
- people were concerned about how to access and park by the shops
- In the new proposals, the cycle lane has been moved to the north side of the road away from the shops. Parking outside the shops will be retained but could be redesigned to include specific bays such as loading or disabled parking bays.

The proposals have been split into 5 sections and include:

What happens next
This survey is part of the informal (non-statutory) consultation stage, where we are seeking views from the public to help inform if the project should progress in this current form.
Once designs are finalised, a statutory consultation will then take place, and construction could start in 2027 and be completed in time for the opening of the arena.
Further information
Funding
This project is funded by the West of England Mayoral Combined Authority as part of the package of works to help mitigate the impacts of the arena.
There is further funding for other schemes, as part of the wider package of works, which are currently in early development. Should these schemes move forward, we will also ask for public feedback.
