What a Corporate Peer Challenge is, what the team reviewed in Bristol and what the review found

In January 2026, we took part in a Corporate Peer Challenge, an independent review designed to support learning, improvement and stronger local government.

What a Corporate Peer Challenge is

A Corporate Peer Challenge is a sector‑led improvement process run by the Local Government Association (LGA) Go to https://www.local.gov.uk/ (opens new window). It involves senior councillors and experienced officers from councils across the country to provide an external perspective on how a council is performing.

Over several days, the peer team speak with councillors, council staff, partners and stakeholders to evaluate how the organisation works.

They explore areas such as:

  • leadership
  • governance
  • financial planning
  • performance
  • the council's relationship with its communities

The process is collaborative and supportive, not an inspection. It helps councils reflect on their strengths, identify areas where they can improve, and how to prepare for future challenges.

What the team reviewed in Bristol

Bristol's Corporate Peer Challenge took place over 4 days in January 2026.

The peer team met with people from across the council and the city. This included elected members, senior officers, frontline staff, city partners and community organisations.

The reviewers explored:

  • our overall leadership, strategic direction and decision making
  • the impact of the move to the new committee system
  • how the organisation works with partners across the city and region
  • staff culture and the effectiveness of internal communication
  • financial management and the council's ability to plan for the future
  • progress toward the priorities set out in the Corporate Strategy

Through this process, the team gained a detailed understanding of how we are developing following the significant organisational and political changes since 2024.

What the review found

The peer team concluded that we are moving in a strong and positive direction, with clear progress across many areas of the organisation.

They found:

  • a council with a confident strategic direction, strengthened leadership and a renewed focus on openness and collaboration
  • more transparent and inclusive decision‑making under the committee system
  • improved engagement with staff, with colleagues reporting higher confidence and feeling more involved in shaping the council's work
  • strong partnership working across the city, with the council seen as a constructive and valued partner by public, private and voluntary sector organisations
  • a more disciplined and transparent approach to financial planning, with credible plans in place to meet future challenges
  • clear opportunities to focus priorities and strengthen the council's narrative about its ambitions for Bristol

The peer challenge highlights solid foundations, positive organisational culture and encouraging progress.

It also provides helpful recommendations that will help us deliver our 2025 to 2030 Corporate Strategy.
