Community led housing policies

Community led housing policies for land disposal, governance, finance and management.

We support community involvement in identifying and meeting local housing needs, including community led housing.

We have developed policies to enable community led housing groups to develop affordable homes on Council owned sites and to ensure that community led housing organisations and homes are properly managed. These include our community led housing policies for land disposal, and standards for governance, finance and management.

Land disposal

We've adopted the  pdf community led housing land disposal policy(343 KB)  to lease selected sites to community led housing groups on a long term basis, to develop affordable housing for local people.

We added  pdf additional guidance(189 KB)  in June 2022, which explains how the policy works and what type of housing can be developed.

Governance, finance and management standards

We've worked with community led housing groups to make a set of  pdf governance and finance standards(156 KB)  and  pdf management standards(166 KB)  for projects that we've helped with land or funding.

Enabling Offer to Community Led Housing (CLH) groups

We offer support to groups developing community-led housing projects.

The  pdf Interim CLH Enabling Offer(118 KB) explains the support available to our CLH partners, particularly those selected as preferred bidders for sites allocated through the Community Led Housing Land Disposal Policy 2020.

Review and Monitoring of Community Led Housing projects

Under the Community Led Housing Land Disposal Policy, council owned land was made available for groups to submit their proposals for community led housing through a competitive bidding process. Each project is unique and are each at different stages.

We have developed a pdf Monitoring Framework(182 KB) , pdf Deliverability Checklist(135 KB)  and a pdf Preferred Bidder Partnership Agreement(260 KB)  to support our ongoing work with community led groups who were selected.
