We asked for your views on the draft development brief for the Mead Street regeneration area.

Overview

Bristol is rapidly growing. The city’s population is expected to grow by 20 per cent in the next 20 years. By 2036, the council, our partners and developers will need to deliver at least 33,500 new homes and all the employment, community and transport infrastructure that goes along with that. At the same time, we have to tackle the challenges of the climate and ecological emergencies, while building a city where everyone has the opportunity to flourish.

Mead Street, between Bedminster and Temple Meads, and part of the wider Temple Quarter and St Philip’s Marsh regeneration area, has been identified as an area that can help us meet these challenges. Developing the area has the potential to create a flourishing new neighbourhood, with a mix of around 1,500 new homes, new high-quality employment, green and public spaces, and new and improved sustainable travel connections.

As a previously developed, brownfield site, within walking distance of the city centre and Bristol Temple Meads, it's ideally located for a low carbon neighbourhood that will benefit residents, where it is easier to walk, cycle or catch public transport to jobs, education, training, shops, and hospitality.

In this consultation, we asked for your views on a draft development brief for the Mead Street area. The development brief sets out a vision for the regeneration of the area to deliver on these wider ambitions and is underpinned by four key guiding principles.

In late 2021 and early 2022, public engagement was held on guiding principles for Mead Street. The feedback from this engagement has helped inform the draft development brief.

To ensure these principles are successfully integrated into the regeneration of the area, the development brief brings together site analysis and planning policy to provide guidance for architects, planners and developers. The development brief also sets out the next steps for the area, including phasing of development and the delivery of new infrastructure.

By listening to and working closely with the local community and other stakeholders, we can create a long-term vision for change.

What happens next

Following feedback from the public in this consultation, and if endorsed by Cabinet, the development brief would be considered alongside planning policy and a site analysis to guide future development at Mead Street.

Detailed designs, including the height parameters, locations and appearances of new buildings, lie outside the scope of the brief and will be determined through detailed planning applications as individual sites within Mead Street come forward. This will be subject to statutory consultation through the planning process.
