Restrictions on parking permits for car free or low car developments

Find out which new development properties aren’t eligible for Residents’ Parking Scheme permits.

What is a car free or low car development

A car free or low car development is a development in which there wasn’t enough space for parking on the highway and surrounding roads when planning permission was granted.

When granting planning permission for these properties, the Committee or Planning Service Director put an Advice within the planning decision that means residents can’t get a parking permit.

If a property is designated as a car free or low car development on or after 1 August 2018, it may not be eligible for parking permits within Residents’ Parking Scheme areas.

Properties within the Controlled Parking Zone (CPZ)

Any properties built, subdivided or converted under planning permissions granted since 13 October 2005 are:

  • Affected by policies restricting the level of parking 
  • Do not qualify for residents’ parking permits of any sort within the CPZ

The decision to limit the availability of residential permits was made, by the then Executive Member for Transport, to manage the limited road space within the CPZ that has seen rapid development since the zone was established in the mid 90’s.
