How to make an appeal about your Penalty Charge Notice (PCN).

Parking and bus lane appeals

Due to our current workload it may take longer than 28 days for us to respond to your appeal. Your appeal will be placed on hold and the current outstanding amount will be frozen until we respond to you.

Legislation that applies to bus lane enforcement is changing from 31 May 2022

We currently enforce bus lanes under Section 144 of the Transport Act 2000 and Bus Lane Contraventions (Penalty Charges, Adjudication and Enforcement) (England) Regulations 2005).

From 31 May 2022 we'll enforce bus lanes under Section 78 of the Traffic Management Act 2004, The Civil Enforcement of Road Traffic Contraventions (Approved Devices, Charging Guidelines and General Provisions) (England) Regulations 2022 and The Civil Enforcement of Road Traffic Contraventions (Representations and Appeals) (England) Regulations 2022.

Changes to charges

Penalty Charge Notices are currently £60 (reduced to £30 if paid within 14 days).

Penalty Charge Notices issued from 31 May 2022 will be £70 (reduced to £35 if paid within 21 days).

Changes in the appeals process

As part of the appeals process you may currently file a Statutory Declaration.

For Penalty Charge Notices issued from 31 May 2022 you may file a Witness Statement instead.
