Report rubbish that's been dumped on the road, pavement or public land.

On roads, pavements and council owned land

Give us as much detail as possible, for example:

  • the location
  • details of what's been dumped

If you saw the rubbish being dumped, tell us:

  • what the person looked like
  • the vehicle registration, make and model and what it looked like

We aim to clear flytipping within three working days from:

  • council owned land, except in parks and play areas
  • public highways
  • public footpaths

It may take longer if lifting equipment is required.

Hazardous or dangerous items will be removed as soon as possible.

If the flytip is on private land it's the duty of the land owner to clear the waste and so may take longer.

If you saw the rubbish being dumped, tell us:

Fines

People who flytip can get:

  • a fine of up to £50,000 
  • up to five years imprisonment

If your waste is flytipped by someone else on your behalf, you could get a £400 fixed penalty notice or an unlimited fine at court.

How to prevent fly-tipping

You must use a registered waste carrier to collect your rubbish.

Find a registered waste carrier in your area on the Environment Agency's website.

Make sure your waste is disposed of properly. Follow the S.C.R.A.P code to keep yourself safe from prosecution and help to protect our environment:

  • Suspect all waste carriers. Don't let them take your rubbish until they provide proof of registration. Note their vehicle's registration plate.
  • Check that a waste carrier is registered on the Environment Agency's website.
  • Refuse any unexpected offers to have your rubbish taken away.
  • Ask how your rubbish will be disposed of - seek evidence of this.
  • Paperwork must be obtained: a proper invoice, waste transfer note or receipt, including a description of the waste being removed and the waste carrier's contact details.

What to do if you see someone flytipping or have evidence of illegal waste carriers

Record as many details as possible:

  • exact location
  • date and time that you witnessed the offence
  • details and photos of the items
  • any vehicle registration number, make, model, colour or distinguishing features
  • description of the flytippers
  • details of any photos, CCTV or Ring doorbell footage you may have or be aware of
