What the relief is, who is eligible and how to apply.

We can can provide up to 100% discretionary relief if a resident is terminally ill and a member of their household is liable for council tax. It covers the full council tax liability for the household.

We'll give this help only after other discounts or exemptions have been used, except Council Tax Reduction.

Who is eligible

To be eligible, you must:

  • be at least 18
  • pay council tax in the Bristol City Council area
  • have an SR1 form filled in by a doctor, or a letter from a doctor saying you have a terminal illness

The award applies from 1 November 2025, when the policy came into effect. Relief can only be backdated to this date even if an SR1 form or a letter from a medical professional specifies an earlier date.

How to apply

You must fill in the form yourself, or someone you choose can do it for you.

We 'll need:

  • a completed SR1 form from a medical professional or a letter from the medical professional
  • confirmation of anyone else living in the property aged 18 years or older

We'll inform you about this relief through your council tax bill and indicate the reduced amount owed.
